I see the "upload file" button now, but I can only get to it by clicking on "recent content">"7. Assignment / Exercises". It doesn't show up from the main assignment page. It doesn't show comments from the main assignment page either only if I go through "recent content".

It was a permission issue and students should now be able to upload files. They can not delete files, but their instructor can.
